I didn't bother mentioning the fanservice because it seemed very mild compared to say Najica, Burn Up, Ikki or Kiddy Grade. Any of those shows can do panty shots, but only Stratos 4 has The Admiral ;) I’m only reviewing the TV series here; I’ll probably post a separate review for the OVAs when I’ve watched them.

Still, I thought it was much more than mediocre; I enjoyed it a lot, even though the start was a bit boring for me. Oh and regarding what Stratos 4 is famous for, it's the panty shots I believe.
